BE IT ENACTED BY THE CITY COUNCIL, FOR THE CITY OF VAN BUREN,
ARKANSAS,A RESOLUTION TO BE ENTITLED:
A RESOLUTION ADOPTING THE REVISED PERSONNEL
HANDBOOK GOVERNING CITY EMPLOYEES FOR THE CITY
OF VAN BUREN, ARKANSAS, AND REPEALING THE
EXISTING PERSONNEL HANDBOOK; AND FOR OTHER
PURPOSES.
WHEREAS, it is necessary to update and revise the existing Personnel Handbook for the City of Van
Buren to conform to changes in law and policy; and
WHEREAS, a copy of the revised section, 5.3 INCLEMENT WEATHER in the Personnel Handbook
is attached hereto as "Exhibit A" and all employees shall receive a copy of the revised
personnel handbook page.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
VAN BUREN,ARKANSAS,THAT:
SECTION 1: Section 5.3 of the existing Personnel Handbook will be revised to define expectations
more clearly during inclement weather.
SECTION 2: The revised Personnel Handbook for the City of Van Buren, Arkansas, section 5.3
INCLEMENT WEATHER, attached hereto as "Exhibit A" is hereby adopted and the
existing Personnel Handbook dated Revision June 24,2024, is hereby repealed.
IN WITNESS WHEREOF, the Ci of Van Buren, Arkansas, by its City Council, did pass,
approve, and adopt, by a vote of for and against,the foregoing Resolution at its regular meeting
held on the 24'day of February 2025.

Current Policy
5.3 INCLEMENT WEATHER
In the event city offices are open but a non-essential employee is unable to report to work due to
inclement weather conditions,the employee may elect to use vacation or accrued comp time. The
employee must report their absence to their immediate supervisor to remain in pay status for any
such absence. Failure to report your absence could result in disciplinary action, up to and
including termination.
The decision regarding inclement weather will be communicated in accordance with Department
policy.
Essential personnel are those employees who are required to provide mandatory services, and who
must be on the job regardless of weather conditions. Department Heads will ensure that those
employees designated as essential services for the Department are aware of this designation and
understand that they are required to report to or remain at work.

5.3 INCLEMENT WEATHER

Fire Department,Street Department or Parks Department. Essential personnel are considered
those employees who are required to provide mandatory services, and who must be on the job
regardless of weather conditions. Department Heads will ensure that those employees designated
as essential services for the department are aware of this designation and understand that they are
required to report to or remain at work.
In the event an essential services employee is unable to make it to work during inclement weather,
the employee may elect to use vacation or accrued comp time. Absence during inclement weather
for an essential services employee could result in disciplinary action, up to and including
termination.
