RES NO 05-03-1996 Arr CITY OF VAN BUREN, ARKANSAS RESOLUTION NO., A 3 1996 A RESOLUTION OUTLINING THE PROPOSED CITY USES OF REVENUES DERIVED FROM A COUNTY SALES TAX. WHEREAS, There is a County sales tax election scheduled for June 25, 1996 to put before the voters of Crawford County, including the voters of the City of Van Buren, the question of a 1% county sales tax; and, WHEREAS, If said tax is passed, the City of Van Buren will derive revenue therefrom in proportion to the City's population; and, WHEREAS, The City Council supports the adoption of the proposed County sales tax and desires to encourage the citizens of Van Buren to vote for the County sales tax; and, WHEREAS, The City Council feels it is imperative that the citizens of Van Buren be informed as to the most pressing concerns and needs of the City and the uses to which the City's share of the sales tax revenues would be applied; and, WHEREAS, A survey was conducted among the citizens of Van Buren, by way of community meetings, where citizens expressed their opinions as to the most pressing concerns and needs of the City and prioritized them. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VAN BUREN, ARKANSAS: SECTION 1: That the City Council desires to follow the recommendations of its citizens and to apply the City's share of the County sales tax for the following pu rposes: (1)Street Improvements. Including major improvements to 28th Street, Rena Road, In- dustrial Park Road, Frontage Road, Rudy Road, Alma Boulevard and 8th Street, as well as general street maintenance, school safety improvements, sidewalks, and emergency con- e tingency funds. (2)Drainage Improvements. Including drainage improvements in connection with street reconstructions and funding of a city wide drainage improvement study and its implemen- tation. (3)Economic Development. Including annual funding of the Public Facilities Board for in- fastructure improvements and other support which facilitate in- dustsrial expansion and location within the City. SECTION 2: That the City fund improvements in the following areas from existing sales tax revenues and future additional State turnback revenues as a result of the 1996 special census: (1)General Street Maintenance and Overlays. (2)Parks and Recreation. Including improvements to the City Park, completion of the Field of Dreams, and improvements to the City swimming pool. (3)Police Fire Protection. Including the employment of additional patrol officers and equipment. SECTION 3: That the City Council monitor the use of the sales tax revenue and report progress and expenditures in street and drainage improvements to the public on a regular basis. Also that progress and expenditures in the other areas outlined above be regularly reported to the City Council and the public by the Mayor's office.
