APRIL 2024 REGULAR MEETING y City of Van Buren, Arkansas Minutes of the Regular Meeting of the City Council Monday,April 22, 2024 Van Buren Municipal Complex CALL TO ORDER 5:34M The regular meeting of the Van Buren City Council was called to order by Mayor Joseph P. Hurst at 5:34PM. City Attorney and Reverend Jacob Howell led the invocation. Pledge of Allegiance was led by Mayor Joseph P. Hurst. There were three (3) council members present and three (3) council members absent. Mayor Joseph P. Hurst was called upon to vote to ensure a quorum. ROLL CALL 5:36PM Present: Council Member Madison Simmons, Council Member Tyler Wood, Council Member Tonia Fry, Mayor Joseph P. Hurst, City Attorney Jacob Howell, City Clerk-Treasurer Shawnna Reynolds Absent: Council Member Kenneth Bell, Council Member Mike Kneeland, Council Member Matt Dodson PRESENTATIONS -AWARDS None CONSENT AGENDA 5:37PM After determining there were no reported objections or unfinished business, Council Member Tyler Wood moved to approve the consent agenda which consisted of: o Minutes from March 25, 2024, City Council Meeting o Street Closure:The Vault o Financial Statements o Department Reports Motion was seconded by Council Member Tonia Fry. All in favor. None opposed. Consent Agenda approved. Y NEW BUSINESS 5:37PM Ordinance 11-2024 Rezone C-2 to R-3 Planning Director Wally Bailey stated this was an existed residential structure since 1902 and located right off Highway 64. In a broadbrush approach in the 1960's this property was zoned as commercial and indeed there was a clock shop at the residence in the past. However,there is work being done on the property to convert the detached garage to livable space. The Planning Commission voted unanimously to recommend the property be rezoned from C-2 to R-3 which is consistent with the long-term use of the property. Motion to adopt Ordinance 11-2024 was made by Council Member Madison Simmons. Seconded by Council Member Tonia Fry. Roll Call. All in favor. None opposed. Ordinance 11-2024 Rezone C-2 to R-3 is adopted with four yeas and zero nays. Mayor Hurst voted in the affirmative,along with three present council members. Ordinance 12-2024 Establishing Electronic Funds Transfer Procedures Mayor Joseph P. Hurst and City Clerk-Treasurer Reynolds stated that this is an ordinance to bring the City of Van Buren up to standard regarding accounting principles for Electronic Funds Transfers and creating a policy, if any transactions were to occur. Motion to adopt Ordinance 12-2024 was made by Council Member Tonia Fry. Seconded by Council Member Madison Simmons. Roll Call. Ordinance 12-2024 Establishing Electronic Funds Transfer Procedures is adopted with four yeas and zero nays. Mayor Hurst voted in the affirmative, along with three present council members. Motion to approve emergency clause made by Tonia Fry, seconded by Madison Simmons. Roll Call. All in favor. None opposed. Emergency Clause passed with a vote of four yeas and zero nays. Mayor Hurst voted in the affirmative, along with three present council members. i a MISCELLANOUS and GENERAL DISCUSSION 5:48PM Connie Martin, Board Secretary for Almost Home Shelter presented the quarterly report. She mentioned that there have been 43 transport to Rhode Island and to date, sixty-six(66) dogs have been treated for heartworms for an estimated cost of$23,562.00 On April 13, 2024 there was a Tea and Tails Fundraiser that was very successful and a method of fund raising that will be duplicated in the future. Almost Home will have a stand at the Old Timer's Steam Punk Festival in May and will offer a free chip clinic. There was another item listed on the agenda from Robert Hampton on Skyline Drive regarding lack of noise ordinance in the city but when Mayor Joe Hurst called his name,there was no response from the audience. ADJOURNMENT 5:56PM Council Member Madison Simmons made a motion to adjourn,seconded by Council Member Tonia Fry. The motion passed 4-0.
