Master Street Plan. North 30a' Street is a Collector Street Class II Flood Plain. No Public Improvements. N/A Purpose and Intent of Conditional Uses [Article VI, Section 4 (a)]. Certain uses are considered as conditional because of the potential harmful effects the use can cause to nearby property and because the requirements needed to eliminate those harmful effects vary from site to site. Thus, the Planning Commission, in considering each conditional use request, will review the overall compatibility of the planned use with surrounding property as . well as such specific items as screening, parking, and landscaping to make sure that no harmful effects occur to nearby property. Development Standards and Review Guidelines, [Article VI, Section 4, (e)] The following development standards and design specifications shall be the basis for approval of a conditional use: (1) The design, location and operating plans shall be such that the safety of the public is protected. (2) The proposed land use will not adversely affect nearby property. (3) The size and shape of the site and the size, shape and arrangement of structures meet the minimum requirements of this ordinance. (4) The entrances and exits, internal street system, off-street parking, loading facilities and pedestrian walks are adequate for the purpose proposed. (5) Nearby property shall be protected from excess fumes, lighting, noise, glare, dust, and odor. (6) Necessary landscaping and screening required to meet the intent of this ordinance shall be provided. (7) Open space shall be maintained by the owner. (8) Signage will not be obtrusive or distracting so as to distract from the character of the neighborhood or be a nuisance to those living or working therein. These items include trucks, vans, buses, trailers, and other items stored in 53 ft trailers and containers on the south side of our property. This building will allow us to maintain our assets by preventing continuous exposure to the elements. The number of employees, operating hours, and operating days are not expected to change with our proposed addition. One of our missions is to evangelize our surrounding community, so we pray that using this building will continue to enhance our ministry and allow our church to minister to people in our community. Compatibility Measures The exterior of the building will have the same two-tone color scheme as the worship center. The front (south side) of the building will have split -faced CMUs, and the rest of the exterior walls will be standard building metal sheeting to match our Worship Center building. The front of the building will have a concrete apron approximately 10 ft x 145 ft and tie into existing parking lot. The north and west portions between building and property line/street will remain grass areas (current). We currently have a dumpster on the north side of the parking lot and will remain in its current position, which will be on the east side of our proposed building. The concrete pad for our current dumpster location is shown on the site plan drawing to the east of the proposed building. Possible Adverse Impacts The addition of our proposed storage building will not adversely affect noise, fumes, traffic vibrations, storage of material and vehicles, and other hazards. Restrictive Covenants There are not any restrictive covenants for our property. Warranty Deeds are attached for review. Where the proposed storage building will be located, the warranty deed for tract 2 between VanZandt Development, Inc. and Ricky and Freda Dickens only states "less and except oil, gas, and mineral rights".
