a) Description of the proposed uses including, but no limited to, hours of operation, days of
operation, number of employees, and expected number of customers a one time
The building will be used for badly needed office space for outpatient clinic operations which is
identical to existing operations such as therapy and medical appointments and group therapy
which is simply an extension of the existing business at 2705 A & B Oak Lane. Hours of
operation is to be 8am-7pm, M-F. Number of employees are estimated to be between 4-8.
Expected customers at one time 4-8 for regular appointments. A group therapy session may
include 8-10 people at once. Groups are normally held from 5-7pm hours.
b) Description of the measures to be taken to insure compatibility of the proposed use
with the surrounding neighborhood, (e.g. building design, landscaping, fence, parking
accommodations (off street), and site improvements
This is for office use for The Guidance Center which is an extension of the current and existing
outpatient clinic operations. There are no new proposed programming, simply more office
space. The space will match color and maintain continuity of the look of the existing offices at
2705 Oak Lane in color schemes, and match the areas businesses with landscaping and parking.
The gravel lot and paved parking lots will supply parking.
c) List of and description of possible adverse impacts such as noise, smoke,. fumes, traffic
vibrations, storage of material and vehicles, or other hazards; describe now these conditions will
be minimized

Purpose mTrl Intent of Conditional Uses [Article VI, Section 4 (a)j:
Certain uses are considered as conditional because of the potential harmful effects the use can
cause to nearby property and because the requirements needed to eliminate those harmful effects
vary fiom site to site. Thus, the Planning Commission, in considering each conditional use
request, will review the overall compatibility of the planned use with surrounding property as
well as
such specific items as screening,
parking,
and landscaping to make sure that no harmful
effects
occur to nearby property.
Development Standards and Review Guidelines_ [Article Vi, Section q, (e)J
The following development standards and design specifications shall be the basis for approval of
a conditional use:—
(1) The design, location and operating plans shall be such that the safety of the public is
protected.
(2) The proposed land use will not adversely affect nearby property.
(3) The size and shape of the site and the size, shape and arrangement of structures meet the
minimum requirements of this ordinance.
(4) The entrances and exits, internal street system, off-street parking,, loading facilities and
pedestrian walks are adequate for the purpose proposed.
(5) Nearby property shall be protected from excess fumes, lighting, noise, glare, dust, and odor.
(6) Necessary landscaping and screening required to meet the intent of this ordinance shall be
provided.
(7) Open space shall be maintained by the owner.
(8) Signage will not be obtrusive or distracting so as to distract from the character of the
neighborhood or be a nuisance to those living or working therein.
STAFF COMMENTS:
The Permitted and Conditional Land Use Legend indicates that Clinics are a Conditional Use in
the Residential-2 zoning district. WAC&G Center is proposing a modular building on their
existing campus.
The enclosed information provides details concerning the building location, appearance, and
floor plan.
The floor plan shows the spaces as classrooms, but the applicant has indicated the space will also
be used as offices.
