ORD NO 22-2008 CITY OF VAN BUREN, ARKANSAS ORDINANCE NO. -2008 BE IT ENACTED BY THE CITY COUNCIL, FOR THE CITY OF VAN BUREN, ARKANSAS AN ORDINANCE TO BE ENTITLED: AN ORDINANCE TO AUTHORIZE THE MAYOR TO ACCEPT AND ADMINISTER AN ARKANSAS ECONOMIC DEVELOPMENT COMMISSION GRANT, ON BEHALF OF THE CITY OF VAN BUREN; ALLOCATING MATCHING FUNDS FOR CAPITOL IMPROVEMENTS; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES. WHEREAS The City of Van Buren has been awarded a grant from the Arkansas Economic Development Commission in the amount of one hundred twenty- thousand dollars ($120,000.00) from HUD Community Development Block Grant Funds; and WHEREAS These funds are to be utilized for capital improvements to the Experian's parking lot, within the City of Van Buren, which the City holds a long term lease to; and WHEREAS This grant is for matching funds, and as such the City will need to allocate and 0 appropriate another one hundred twenty thousand dollars ($120,000.00) from capital improvement funds to complete this project; and WHEREAS In return for the improvements hereto, which will increase the operation life of the City's parking lot at Cloverleaf Plaza, and improve the safety and quality of that area. Experian has committed to create seventy -five (75) new, additional jobs at its Van Buren facility; and WHEREAS, a state of emergency exists because the time constraints within the terns of the grant, and the suitability of the weather for the improvements to be made hereto, so as to provide for the health, safety, and welfare of the citizens of Van Buren. NOW, THEREFORE, BE IT ORDAINED AND ENACTED BY THE CITY COUNCIL OF THE CITY OF VAN BUREN, ARKANSAS, THAT: SECTION 1: The Mayor is hereby authorized to accept and administer the grant funds from the Arkansas Economic Development Commission for this project, and to execute all documents, contracts, and agreements necessary to effectuate this Ordinance. SECTION 2: The City Council hereby appropriates one hundred twenty- thousand dollars (5120,000.00) from capital improvement, as matching funds to complete the project, which will increase the operation life of the City's parking lot at Cloverleaf Plaza o improve the safety and quality of that area, and will result in Experian creating seventy -five (75) new, additional jobs at its Van Buren facility. SECTION 3: That in order to facilitate the Grant herein, it is further found that there is an immediate need to make the commitments herein and begin the improvements hereto as soon as possible, and as such an emergency is declared to exist and this ordinance being necessary for the preservation of the public health, safety, and welfare, shall take full effect from and after its passage and approval.
