BE IT ENACTED BY THE CITY COUNCIL, FOR THE CITY OF VAN BUREN,
ARKANSAS,AN ORDINANCE TO BE ENTITLED:
AN ORDINANCE TO PROVIDE OPTIONAL ACCESS TO
HEALTH BENEFITS FOR ACTIVE CITY COUNCEL MEMBERS
AND THEIR DEPENDANTS UPON TURNING SIXTY-FIVE (65)
YEARS OF AGE, DECLARING AN EMERGENCY, AND FOR
OTHER PURPOSES.
WHEREAS, The City of Van Buren, along with Municipal Health Benefit Program acknowledges that
changes to the City of Van Buren's insurance package, when an elected official turns
sixty-five (65)years of age, may result in a detrimental effect on our active city council
members and their families;and
WHEREAS, The City of Van Buren wishes to authorize optional health benefits for active city council
members upon turning sixty-five(65)years of age for themselves and their dependents.
NOW,THEREFORE,BE IT ORDAINED AND ENACTED BY THE CITY COUNCIL OF
THE CITY OF VAN BUREN,ARKANSAS,THAT:
SECTION 1: The City of Van Buren will continue to pay the"employer"portion of active city council
members' insurance premium with Municipal Health Benefit Program upon turning
sixty-five (65) years of age with the understanding that the council member will no
longer have medical coverage through Municipal Health Benefit Program as it is
expected the council member will have Medicare coverage. The active city council
member will have access to dental,vision, and drug coverage only.
SECTION 2: The active city council member must obtain Part B (physician coverage)and Part D(drug
coverage) with Medicare. The Municipal Health Benefit Program will always be
secondary to Medicare.
SECTION 3: The active city council member may elect coverage for their dependents, who will have
access to medical,dental,and vision at a cost of$180.00 a month. The City of Van Buren
will pay the remaining insurance premium.
SECTION 4: All offers of coverage from Municipal Health Benefit Plan and the City of Van Buren do
not apply to any city council member who is no longer active on the City Council for Van
Buren,Arkansas.
SECTION 5: Due to the immediate need to implement this insurance provision, an emergency is
declared to exist, and this ordinance being necessary for the preservation of the public
health,safety,and welfare,it shall take effect from and after its passage and approval.
IN WITNESS WHEREOF, the City of Van Buren, Arkansas, by its City Council, did pass,
approve, and adopt, by a vote off for and 0 against, the foregoing Ordinance at its regular meeting
held on the 25h day of March 2024.
