BE IT ENACTED BY THE CITY COUNCIL, FOR THE CITY OF VAN BUREN,
ARKANSAS,A RESOLUTION TO BE ENTITLED:
A RESOLUTION EXPRESSING THE WILLINGNESS OF
THE CITY OF VAN BUREN TO UTILIZE FEDERAL-AID
MONIES FOR THE FOLLOWING PROJECT: JEFFERSON
STREET BRIDGE REPLACEMENT OVER UNION PACIFIC
RAILROAD (STRUCTURE NO.01802).
WHEREAS, the City of Van Buren(hereinafter called the"City")understands Federal-aid funds
are available for certain local projects at the following Federal and City
participating ratios per project:

1.Non-reimbursable utility relocation costs will be borne solely by the owner of the utility company.
2.All utility(reimbursable and non-reimbursable)relocation costs will be bome by the City if the project does not
proceed to construction.
WHEREAS, the City is requesting the Arkansas Department of Transportation(hereinafter
called the "Department") make funding available to replace the Jefferson
Street Bridge(Structure No. 01802)over Union Pacific Railroad; and
WHEREAS, the Department has agreed to provide Federal-aid funds for ninety percent
(90%) of the costs for a feasibility study; and
WHEREAS, the Department will assign an on-call consultant to perform the feasibility
study,which will include preliminary engineering up to thirty percent(30%)
plans and development of a planning-level cost estimate; and
WHEREAS, upon completion of the feasibility study, the City will request additional
funding for future phases as needed.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF VAN
BUREN,ARKANSAS,THAT:
SECTION 1: The City will participate in accordance with its designated responsibilities in this
project.
SECTION 2: The Mayor,or their designated representative, is hereby authorized and directed
to execute all appropriate agreements and contracts necessary to expedite the
construction of this project.
SECTION 3: The City pledges its full support and hereby authorizes the Arkansas Department
of Transportation to initiate action to implement this project.

Dear Mayor Hurst:
Reference is made to the City's November 8,2023 request for funding through the Department's Local
Bridge Program for the replacement of the Jefferson Street Bridge (Structure No.01802) over Union Pacific
Railroad and the Flat Rock Creek Bridge(Structure No.17875)on Industrial Park Road in Van Buren. '
The Department has evaluated your request and determined that Structure No.01802,which is shown
on the enclosed map, is eligible for Federal-aid Off-System Bridge funding based on its functional classification
and structural condition. However, Industrial Park Road is classified as an Urban Major Collector. Therefore,
Structure No. 17875 is not eligible for Federal-aid Off-System Bridge funding through the Local Bridge Program.
In order to determine the scope and cost for the work,the next step will be the initiation of a feasibility
study. The feasibility study will include preliminary engineering up to 30 percent plan development and creation
of a cost estimate. Upon reviewing the result of the feasibility study and confirming that the estimated non-Federal
share of the project is acceptable, the City may request to proceed with the construction project utilizing
Federal-aid Off-System Bridge funding.
