RESOLUTION NO.0 1 - 0�2024
BE IT ENACTED BY THE CITY COUNCIL, FOR THE CITY OF VAN BUREN,
ARKANSAS,A RESOLUTION TO BE ENTITLED:
A RESOLUTION APOPTING THE REVISED POLICY MANUAL
GOVERNING CITY EMPLOYEES FOR THE CITY OF VAN
BUREN, ARKANSAS AND REPEALING THE EXISTING
POLICY MANUAL;AND FOR OTHER PURPOSES.
WHEREAS, it is necessary to update and revise the existing Employee Policy Manual section 5.4
SICK LEAVE and the definition of Immediate Family Member for the City of Van
Buren;and
WHEREAS, a copy of the revised section, 5.4 SICK LEAVE and the definition of Immediate Family
Member in the Employee Policy Manual is attached hereto as exhibit A and all
employees shall receive a copy of the revised policy manual page.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
VAN BUREN,ARKANSAS,THAT:
SECTION 1: The revised Employee Policy Manual for the City of Van Buren, Arkansas section 5.4
SICK LEAVE and the definition of Immediate Family Member,attached hereto is hereby
adopted and the existing Policy Manual dated August 22,2022,is hereby repealed.
IN WITNESS WHEREOF, the City of Van Buren, Arkansas, by its City Council, did pass,
approve, and adopt,by a vote of-for and Lo against,the foregoing Resolution at its regular meeting
held on the 22°d day of January 2024.

CURRENT POLICY
5.4 SICK LEAVE
All sick leave will accrue on the first day of each month. New employees will begin accruing sick leave
on the first day of the first full month of employment.
An employee may be eligible for sick leave for the following reasons:
• Personal illness or physical incapacity
• Quarantine of an employee by a physician or health officer
• Illness or injury in the employee's immediate family, (as defined in the definition section of this
policy),which requires the employee's presence.
• Necessity of medical or dental care,including medical,dental, psychological,and optical visits.
IMMEDIATE FAMILY MEMBER(under definitions)—for purposes of this handbook,this shall mean
mother,father,brother,sister,son,daughter,grandparents,son-in-law, daughter-in-law,spouse,
spouse's parents,or those relatives who live in the employee's household,including"step" relatives.
However,with respect to FMLA leave, "immediate family" means spouse,child,or parent—but not a
parent"in-law"with a serious health condition.

PROPOSED CHANGE TO EMPLOYEE POLICY MANUAL
5.4 SICK LEAVE
All sick leave will accrue on the first day of each month,for the previous month. New employees will
begin accruing sick leave on the first day of the first full month of employment.
Sick leave is a benefit designed to protect an employee's earnings in the event of an illness, injury,or
qualified event. Use of sick leave is only authorized for:
• An employee's non-work-related illness or injury which prevents him or her from performing
their regular job duties and includes appointments with medical,dental,psychological, and
optical visits
• Quarantine of an employee by a physician or health officer
• Illness or injury in the employee's immediate family, (as defined in the definition section of this
policy),which requires the employee's presence to provide medical treatment and/or to provide
care that the family member or medical professional can't otherwise provide
• Hospitalization or convalescence
• A supplement to workers'compensation benefits to permit an employee to receive benefits
from workers'compensation and sick leave in the amount equal to but not to exceed the
employee's regular semi-monthly rate of pay, at the time of the employee's injury or illness.
Sick leave may be restricted on an individual or departmental basis at the discretion of the Department
Head. Restricted sick leave means an employee will be required to submit a health care provider's
written statement before any sick leave will be paid.
A health care provider's statement may be requested at any time,at the discretion of The City of Van
Buren and/or Department Head. This may include but is not limited to the health condition of the
employee or immediate family member,as well as an employee's need to provide medical treatment
and/or care that can't otherwise be provided.
