The Van Buren Planning Commission held its monthly meeting. on Tuesday, December 05, 2023, at 5:30 P.M. The meeting was held at the Van Buren Municipal Complex in the City Council Chambers, 2. Roll Call. The following Commissioners were present: Chairman Andy Dibble, Mark Evans, Jason Myers, Mason Shirey, Jay White, and Nathan Wilson. Vice -Chairman Philip Bagby, Commissioner Missy Hefner, and Commissioner Tiffany Webster was absent. City Staff present were: Planning Director Wally Bailey, Commission Secretary Jennifer Willoughby, and City Inspector David Martin. Present for Agenda Item #4: Greg Rose of Butterfield Assembly of God Church. 3. Approval Of Minutes From November 07, 2023. A motion to approve was made by Commissioner Jason Myers and seconded by Commissioner Jay White. The motion was approved unanimously. 4. CUP #6-2023-1302 North 30'h Street Butterfield Assembly Of God; Requesting Conditional Use Permit To Allow Church Storage Building Addition In An R-3 Family Residential District. A motion to approve was made by Commissioner Jay White and seconded by Commissioner Mason Shirey. Commissioner Jason Myers abstained. The motion was approved unanimously by remaining Commissioners. Butterfield Church proposes to build astorage-only building with dimensions of 50 ft by 145 ft to house trucks, vans, buses, trailers, etc. This proposed storage space has no obvious possible adverse impact to surrounding property owners. 5. Public Hearing —To Amend Zoning Ordinance To Include Dog Kennels As Permitted/Conditional Use In Certain Zoning Districts. A motion to approve recommendation to City Council was made by Commissioner Mark Evans and seconded by Commissioner Jason Myers. The motion was approved unanimously. 6. Election Of Planning Commission Officers. Chairman Andrew Dibble submitted his commission resignation which becomes effective December 31, 2023. The Planning Commission now needs to elect a new Chairman for the remainder of the term. This agenda item was tabled until the next meeting. 7. Old/New Business. On November 7, 2023, the Planning Commission recommended an amendment to the payment In -Lieu of sidewalk construction cost to the City Council. At the November City Council meeting, the council rejected the recommendation and sent the subject back to the Planning Commission for further review. Another public hearing on this matter will be held during the January 2, 2024, Planning Commission meeting. Mr. Bailey recognized and thanked Mr. Dibble for his 26 years of service and commitment to the citizens of Van Buren. 8. Adjourn.
