KNOW ALL MEN BY THESE PRESENTS:
That A. J. Edwards and Ruth Edwards, his wife, hereinafter
referred to as GRANTORS, for and in the consideration of the
sum of ONE DOLLAR ($1.00) and OTHER VALUABLE CONSIDERATION,
receipt of which is hereby acknowledged by GRANTORS do hereby
grant, bargain, sell and convey unto the CT'TY OF VAN BUREN,
ARKANSAS, hereinafter referred to as GRANTEE, its successors
and assigns, a permanent easement and right-of-way for ingress
and egress together with the right to remove trees, brush,
undergrowth and any existing structures which obstruct and
interfere with the construction and maintenance of said right-
of-way over, under and upon the following lands situated in the
i County of Crawford, State of Arkansas, to -wit:
A sixteen (16) foot wide roadway easement across
part of the Northeast Quarter of the Southwest
Quarter, Section 18, Township 9 North, Range 31
West., Van Buren, Crawford County, Arkansas, said
easement being 8 feet wide either side of the
centerline described as follows: Beginning at
a point 8.0 feet East of an existing stone marking
the Southwest corner of the Northeast Quarter,
Southwest Quarter, Section 18, thence North parallel
to the West line of said NE/4, SW/4, 281.8 fpet to
a point on the centerline of an existing gravel roadbed
for a point of terminations.
To have and to hold the same to the GRANTEE, its successors
and assigns forever. '
The said GRANTORS heirs and assigns to fully use and enjoy
said premises, provided that they shall not interfere or disturb
the use thereof by GRANTEE and further GRANTORS will not erect a
permanent building or structure within said easement or right-of-
way and in exchange for said right-of-way the GRANTEE will
maintain the existing gravel road along the section line in
exchange for the above roadway easement.
GRANTORS acknowledge that to construct and maintain said
easement that some construction may be necessary and that the
GRANTEE will have full rights to do said construction and to
enter upon GRANTORS' property in order to do said construction
and maintenance.

That Bekaert Steel Wire corporation, a corporation, for
good and valuable consideration, granted to the City of Van Buren,
Arkansas, through said city's water and sewer department, an
easement to construct a sewer plant and to maintain and operate
and repair and remove same on land owned by said Bekaert Steel
Wire Corporation located at the southwest corner of the inter-
section of Lee Creek Road and the Missouri Pacific Railroad
right-of-way in Crawford County, Arkansas, within the Southeast
Quarter of the Southwest Quarter of Section 15 and the Northwest
Quarter of Section 22, Township 8 North, Range 32 West, Said
Easement consists of a tract of land approximately 150 feet by
150 feet. The Easement includes ingress and egress to and upon
said land, particularly, running in a general southwest direction
from the northwest corner of said 150 square foot tract along
and south tl:e Missouri Pacific Railroad right-of-way to a
runoff drain line which runs generally north and south to the
river.

this Easement is
to amend
said Easement,
without deleting any of the rights of the grantee herein but
adding the right for an additional Easement, for purposes of

the construction, maintenance, removal and/or replacement of a sanitary
Sewer line with all appurtenances thereto, together with the right to
remove trees, brushes, undergrowth or other obstructions interferring with operation
and maintenance of said sanitary sewer over, under, and
upon the following lands situated in the County of Crawford
State of Arkansas to wit:
A 15.0 foot strip of land across the Southwest Quarter (SW 1/4) of the
Northwest Quarter (NW 1/4) of Section 32, Township 9 North, Range 31 West, Van
Buren, Crawford County, Arkansas, being more particularly described as
follows;
COFB4ENCING at the Northwest corner of sold Section 32; THENCE South Ol
degrees 26 minutes West, along the West line of said Section 32, 2,546.6 feet;
THENCE South 88 degrees 32 minutes East, 109,9 feet to a point on the East
right-of-way line of South 28th Street; THENCE South Be degrees 32 minutes
East, 10,0 feet to a point on the East line of an existing utility easement
for the POINT OF BEGINNING; THENCE North 01 degrees 28 minutes East, along

The consideration paid by the GRANTEE is received and accepted by the GRANTOR in
full satisfaction of every right hereby conveyed.
No trench across the GRANTOR'S property shall be left open over night.
The disturbed area shall be returned to a condition equal to the pre -construction
condition of the property,

granted for the purpose of construction.
Grantors shall have the right to use the surface of the property
above described es long as they wish, PROVIDED, that they shall not

easement.
It is agreed that the Grantee will, after completion of construction
restore the land in the temporary easment to a mutually acceptable
condition, subject to both parties acting in a reasonable manner.

solut 1. The Mayor is hereby authorized to request professional assistance and execute a Contract with the West-
in Arkansas Planning and Development District to carry out the following work program:
(a) Update City Zoning Map through revision of Ordinance changes to January 1975 and provide City
with 500 copies.
(b) Review City Subdivision Regulations and make recommendations for revising standards.
c Conduct a detailed Land Use Survey using new base maps to show parcel data and prepare a revised
'Existing Generalized Land Use" Map for City at a suitable scale for public distribution.
(d) Conduct a detailed survey of Housing Conditions on 1" • 200' maps, designating each house by condit4-
coups ion code, and prepare a report for public planning commission use.
197 2. The Mayor and City Clerk are hereby authorized to enter into an agreement with WAPDD, Inc. for the
arming work and the City is authorized to pay a sum not to exceed Nineteen Hundred Dollars (1,900.00) for the
ervices of WAPDD in carrying out the work program described above.
