1. Call
To
Order. The Van
Buren Planning Cormnission held
its monthly meeting on Tuesday, July 11,
2023, at 5:30 P.M.
The meeting was
held at the Municipal Complex in
the City Council Chambers,
2. Roll Call. The following Commissioners were present: Vice -Chairman Philip Bagby, Mark Evans,
Jason Myers, Mason Shirey, Jay White, and Nathan Wilson. Commissioners absent were: Chairman Andy Dibble,
Missy Hefner, and Tiffany Webster. City staff present were Planning Director Wally Bailey, City Inspector David
Martin, and Planning Commission Secretary Jennifer Willoughby. Present for Agenda Item #4: Applicant
Courtney Shultz at 1605 Amble On Lane; and Kevin Pixley. Present for Agenda Item #5: Applicant Rusti Holwell
of Western Arkansas Counseling & Guidance Center at 2705 Oak Lane,
3. Approval Of Minutes From June 6, 2023. A motion to approve was made by Commissioner Jason
Myers and seconded by Commissioner Jay White. The motion was approved unanimously.
4. CUP #3-2023-1605 Amble On Ln—Courtney Shultz; Request for Conditional Use of 14-Child
In -Home Daycare in R-1. A motion to approve with the condition that the conditional use permit can be revoked
if all the details listed in Ms. Shultz' application are not met was made by Commissioner Mark Evans and
seconded by Commissioner Jay White. The motion was approved unanimously.
The application details indicate that Ms. Shultz will require parents to only park in the driveway using a staggered
pick-up/drop-off schedule to prevent traffic congestion. Ms. Shultzapplication also states she will have parents
sign a contract stating that they are not to park in the street.
5. CUP #4-2023-2705 Oak Lane —Western Arkansas Counseling &Guidance Center; Requesting
Conditional Use for an Addition of a Modular Building to a Medical Clinic in R-2. A motion to approve
with the condition that the fire alarm system be installed in the modular building was made by Commissioner
Nathan Wilson and seconded by Commissioner Mason Shirey. The motion was approved unanimously.
6. Old/New Business. Planning Director Wally Bailey stated he plans to present a revision to the
Drainage Standards. to the Commission within the next few months.
