JULY 2023 REGULAR MEETING Y City of Van Buren, Arkansas Minutes of the Regular Monthly Meeting of the City Council Monday,July 24, 2023 Van Buren Municipal Complex CALL TO ORDER 5:30PM The regular monthly meeting of the Van Buren City Council was called to order by Mayor Joseph P. Hurst at 5:30PM. Police Chief Jamie Hammond led the invocation. Mayor Hurst led the Pledge of Allegiance. ROLL CALL 5:31PM Present: Council Member Kenneth Bell, Council Member Tyler Wood, Council Member Matt Dodson, Council Member Tonia Fry, Council Member Madison Simmons, Mayor Joseph P. Hurst, City Attorney Jacob Howell, City Clerk-Treasurer Shawnna Reynolds Absent: Council Member Mike Kneeland PRESENTATIONS -AWARDS None CONSENT AGENDA 5:34PM After determining there were no reported objections or unfinished business, Council Member Tyler Wood moved to approve the consent agenda which consisted of: o Minutes from June 26, 2023, City Council Meeting o Street Closures: ■ The Vault—concerts o Financial Statements o Department Reports Motion was seconded by Council Member Kenny Bell. All in favor. None opposed. Consent Agenda approved. NEW BUSINESS 5:35PM Resolution 07-01-2023 Accepting Stake Park Grading Bid Bid for dirt work to begin the last week of August at the location of the new skate park. The cost will be paid for with ARPA funds and was in the original proposal of the use of such funds. Motion to adopt Resolution 07-01-2023 made by Council Member Kenneth Bell. Seconded by Council Member Tonia Fry. Roll Call. All in favor. None opposed. Resolution 07-01-2023 Accepting Skate Park Grading Bid is adopted with five yeas and no nays. Ordinance 24-2023 Purchase of New Fire Truck Fire Chief Tim Arnold addressed the council and advised that this truck will not be ready for delivery for at least 22-24 months, and this is the submission of approval to begin manufacturing the fire truck to the specific legal description. There may be a possible payment plan in place when the current fire truck on payment plan with Citizens Bank is paid off in February 2024, but he will come to the council for that decision. Motion to adopt Ordinance 24-2023 made by Council Member Tyler Wood. Seconded by Council Member Madison Simmons. Roll Call. All in favor. None opposed. Motion to approve the Emergency Clause was made by Council Member Tyler Wood. Seconded by Council Member Matt Dodson. Roll Call. All in favor. None opposed. Ordinance 24-2023 Purchase of New Fire Truck is adopted with five yeas and no nays. Ordinance 25-2023 Authorize Private Club Permit—Stuart Rowland Mayor Hurst stated that legislative statutes state that a city must approve the application for alcohol before it is submitted to the Alcohol Beverage Control. Stuart addressed the council stating that he is opening a cafe style BBQ restaurant on Main Street and there will be ample entertainment as well. Motion to adopt Ordinance 25-2023 made by Council Member Matt Dodson. Seconded by Council Member Tyler Wood. Roll Call. All in favor. None opposed. Ordinance 25-2023 Authorize Private Club Permit—Stuart Rowland is adopted with five yeas and no nays. Miscellaneous and General Discussion 6:02PM Connie Martin with Almost Home Shelter presented their quarterly report. Overall,the number of dogs is down and to date 2,023 dogs have been saved. There have been 23 spay/neuters performed and 65 vouchers have been given out. The expansion is going very well. Tyson Foods donated stainless steel commercial tables that will be a great benefit. ADJOURNMENT 5:55PM Council Member Madison Simmons made a motion to adjourn, seconded by Council Member Matt Dodson.
