RES NO 04-05-1998 CITY OF VAN BUREN, ARKANSAS RESOLUTION NO. 7`s -1/191 A RESOLUTION ADOPTING A POLICY TO PROTECT INDIVIDUALS ENGAGED IN NONVIOLENT CIVIL RIGHTS DEMONSTRATIONS WHEREAS, in order to qualify for grant funds administered by the Arkansas Economic Development Commission provided under the Housing and Community Development Act, a policy to prohibit the use of excessive force by law enforcement agencies under the jurisdiction of the applicant against individuals engaged in nonviolent civil rights demonstrations is required; and WHEREAS, in recognition of the need to obtain grant assistance for eligible community improvement activities through funding by the Housing and Community Development Act, a need for the adoption of a Protection of Individuals Engaged in Nonviolent Civil Rights Demonstrations Policy is acknowledged. THEREFORE, the Protection of Individuals Engaged in Nonviolent Civil Rights Demonstrations Policy set forth as "Exhibit "A" to this Resolution is hereby adopted. It RESOLVED THIS day of A L 1998. John Riggs, a ayor ATTES City Clerk 0 0 EXHIBIT "A" PROTECTION OF INDIVIDUALS ENGAGED IN NONVIOLENT CIVIL RIGHTS DEMONSTRATIONS POLICY In accordance with Section 906 of the Cranston Gonzales National Affordable Housing Act of 1990, the City of Van Buren will enforce a policy prohibiting the use of excessive force by law enforcement agencies within its jurisdiction against any individuals engaged in nonviolent civil rights demonstrations; and enforcing applicable State and local laws against physically barring entrance to or exit from a facility or location subject to nonviolent civil rights demonstrations within its jurisdiction.
